Oops bear 中的白熊部長是為了生存而離開自己居住的北極 來到城市 打工、學習。
希望能多存點錢 ，回北極實現夢想。
夢想北極有一天可以變得不再饑餓、不再溶冰、變得只有快樂的地方。

Oops bear 的 白熊部長出生於 2016 年 4月1 日。
正當我 為了生活而放棄了一直以來想做的工作，選擇了走別的路。
為了令自己不忘記夢想，我創造了白熊部長，希望白熊部長可以提醒自己 不要放棄夢想！因為，白熊還在這裡！努力的工作為要實現夢想呢！
