ATF is proposing to amend DOJ regulatory requirements implementing statutory exemption and statutory authority to grant relief from certain NFA requirements to better distinguish between them. ATF also proposes to amend manufacturer registration requirements to include an existing grant, which relieves manufacturers from registering fi****ms they manufacture for the U.S. Government. ATF is also proposing a new provision permitting manufacturers to register such fi****ms “late” if they fall out of USG contract. ATF is proposing to clarify the definition of “business premises” for Federal Fi****ms Licensees. The update would explicitly include adjoining or adjacent properties that share a common parking lot, sidewalk, or road. This resolves regulatory ambiguity for licensees operating across multiple nearby buildings or parcels and provides a clear, consistent standard for licensing.
