Kashmir still produces the best cashmere. But that doesn't mean ALL cashmere in Kashmir is the best cashmere. I learned this in person. The most available cashmere offered to you is the lower grade cashmere, because its lower price means tourists are more likely to buy. They're probably still cashmere, just from the coarser hairs on the goat. I guess they're ok if you're just looking for a scarf.

But if you're looking for cashmere because of its beauty and luxury, you'll need to go for the finer versions.
