The sector is under challenge due to adverse weather conditions. There is also uncertainty about exports. Meanwhile, the US Department of Agriculture ( ) has lowered the country's cotton export forecast for the 2022-23 season.

According to the USDA report, in the 2022-23 season, the United States will be able to export a total of 12 million bales of cotton. Exports have been reduced by one lakh bales in the new forecast.

Meanwhile, due to decrease in exports, there is a possibility of increasing cotton stock in the country. In the new forecast, the stock level has been increased by one lakh bales. However, the production volume has been kept unchanged. In the 2022-23 season, USDA said that 13.8 million bales of cotton will be produced in the United States.

Almost all the world's major cotton countries have been affected by extreme weather conditions. Analysts have expressed fear of major disruption in the supply of key raw materials for the garment and textile sector in the coming days. This information has emerged in a report published in the Spokesman Review.

India is the largest producer of cotton. Cotton production in the country has been severely affected by heavy rains and pest attacks. The production shortfall is so acute that India is forced to meet supply demand through imports.

On the other hand, the fear about the upcoming cotton production and extraction in China due to the fire has reached an extreme level. The largest exporter of the product is the United States. But severe droughts have wreaked havoc on the country's cotton-growing regions. Concerned parties fear that the production of the product in the United States will decrease to the lowest level in a decade.

is the world's second largest cotton exporter. The agricultural sector of the country is constantly fighting with excessive heat and drought. In the meantime, cotton production in the country is predicted to decrease by about 30 percent.

Harsh weather due to the effects of climate change has skyrocketed the price of cotton in the international market. The price of the commodity has increased by at least 30 percent so far this year. Early in the year, cotton prices hit their highest level since 2011. This is shrinking apparel supply margins around the world. Besides, from T-shirts to diapers, paper and cardboard, all related products are at risk of price increase.

বাংলাদেশকে পরবর্তী বাণিজ্য ও বিনিয়োগের গন্তব্য হিসেবে বেছে নিতে সফররত ব্রুনাইয়ের অর্থমন্ত্রীকে আহ্বান জানিয়েছে এফবিসিসিআই। রাজধানীর একটি হোটেলে গতকাল দেশটির প্রতিনিধি দলের সঙ্গে বৈঠকে এ আহ্বান জানানো হয়।

বৈঠকে এফবিসিসিআই সভাপতি জসিম উদ্দিন বলেন, বাংলাদেশে গভীর সমুদ্র বন্দর, ১০০টি অর্থনৈতিক অঞ্চল, হাই-টেক পার্ক, ট্যুরিজম পার্ক, নিউক্লিয়ার বিদ্যুৎকেন্দ্র, মেট্রোরেল, এলএনজি টার্মিনালসহ পুরো দেশকে সড়ক ও রেলপথে সংযুক্ত করার প্রকল্প চলছে। বাংলাদেশের বর্তমান অগ্রগতির চিত্র অতীতের তুলনায় অনেক ভিন্ন।

হালাল খাবার, খাদ্য প্রক্রিয়াকরণ, আইসিটি, প্লাস্টিক, পেট্রোকেমিক্যাল, জাহাজ নির্মাণ, পর্যটন, অবকাঠামো উন্নয়ন, পেট্রোলিয়াম, জ্বালানি খাতে দুদেশের বাণিজ্য বিনিয়োগ সম্পর্ককে উন্নত করার বিপুল সম্ভাবনা রয়েছে বলেও মনে করেন তিনি। অনুষ্ঠানে প্রধান অতিথি ছিলেন বাণিজ্যমন্ত্রী টিপু মুনশি। আরো ছিলেন পররাষ্ট্র প্রতিমন্ত্রী মো. শাহরিয়ার আলম।

বৈঠকে ব্রুনাইয়ের অর্থমন্ত্রী দাতো ড. আওয়াং তার দেশকে ট্রান্সশিপমেন্ট হাব হিসেবে ব্যবহারের জন্য আহ্বান জানান। তিনি বলেন, ব্রুনাইয়ের বন্দর ব্যবহার করলে চীনের সঙ্গে দূরত্ব অনেক কমবে। এতে খরচ ও সময় সাশ্রয় করা সম্ভব হবে। এ সময় বাংলাদেশী কর্মীদের প্রশংসা করেন ব্রুনাইয়ের স্বরাষ্ট্রমন্ত্রী দাতো আহমাদ দিন।

বাণিজ্যমন্ত্রী টিপু মুনশি বলেছেন, সরকারের বিদেশী বিনিয়োগবান্ধব নীতিমালার কারণে বাংলাদেশ এখন বৈশ্বিক উদ্যোক্তাদের জন্য সবচেয়ে আদর্শ গন্তব্য। এদেশে কারখানা স্থাপনের মাধ্যমে সাড়ে ১৬ কোটি মানুষের অভ্যন্তরীণ বাজারের পাশাপাশি চীন-ভারতের ২৭০ কোটি মানুষের বাজারও ধরা যাবে। কারণ দুটি দেশেই বেশির ভাগ পণ্যের শুল্কমুক্ত সুবিধা পায় বাংলাদেশ।

#ইউরোপ-র অন্যতম শক্তিশালী অর্থনীতির দেশ #জার্মানি। #রাশিয়া- #ইউক্রেন যুদ্ধের প্রভাব পড়তে শুরু করেছে দেশটির ওপর। জার্মানির অর্থ মন্ত্রণালয় শুক্রবার অর্থনৈতিক পরিস্থিতি নিয়ে এক বিবৃতি প্রকাশ করেছে। এতে বলা হয়, দেশটিতে মন্দা শুরু হয়েছে। চলতি বছরের তৃতীয় প্রান্তিকে শুরু হয়ে এ মন্দার ব্যাপ্তি ছড়াবে আগামী তিন প্রান্তিকেও।

জার্মানির #অর্থমন্ত্রী #রবার্ট_হাবেক ১২ অক্টোবর জানিয়েছেন, ২০২৩ সালে অর্থনৈতিক মন্দায় ডুববে জার্মানি। অর্থনৈতিক যুদ্ধ শুরু হয়েছে, যার প্রভাব সবচেয়ে বেশি পড়েছে পশ্চিমের অর্থনীতিতে। রাশিয়া-ইউক্রেন যুদ্ধ শুরু হওয়ার পর অর্থনীতিবিদদের ধারণা ছিল, ২০২৩ সালে জার্মান অর্থনীতি ২ দশমিক ৫ শতাংশ বাড়বে। কিন্তু বাস্তবে তা শূন্য দশমিক ৪ শতাংশ কমবে বলে মনে করা হচ্ছে। ২০২২ সালে ২ দশমিক ২ শতাংশ #অর্থনৈতিক #প্রবৃদ্ধি হবে বলে মনে করা হয়েছিল, বাস্তবে তা ১ দশমিক ৪ শতাংশ হয়েছে। ফলে এ বছরও প্রবৃদ্ধির হার কম। এ দুইয়ের যোগফলেই ২০২৩ সালে জার্মানিতে মন্দা দেখা দেবে।

জার্মান অর্থনীতির বিদ্যমান পরিস্থিতিতে উদ্বেগ দেখা দিয়েছে বাংলাদেশের পণ্য রফতানিকারকদের মধ্যে। বিশেষ করে যারা জার্মানিতে #পোশাক রফতানি করেন তারা ভবিষ্যৎ নিয়ে শঙ্কার মধ্যে রয়েছেন। কারণ এরই মধ্যে দেশটিতে পোশাক রফতানির গতি কমে এসেছে। চলতি ২০২২-২৩ অর্থবছরের শুরু থেকেই রফতানি প্রবৃদ্ধির হারে এ প্রভাব লক্ষ করা যাচ্ছে।

বাংলাদেশের পণ্য রফতানির দ্বিতীয় বৃহত্তম বাজার জার্মানি। মোট রফতানির প্রায় ১৫ শতাংশই হয় দেশটিতে। ২০২১-২২ অর্থবছর জার্মানিতে বাংলাদেশের মোট রফতানির প্রায় ৯৫ শতাংশ ছিল পোশাক। পণ্যটির রফতানিকারকরা এখন রয়েছেন বড় ধরনের শঙ্কায়। তাদের দাবি, এরই মধ্যে দেশটির পোশাক ক্রেতাদের পক্ষ থেকে ক্রয়াদেশ কমিয়ে দেয়া হয়েছে। যেসব পোশাক পণ্য রফতানি হয়েছে, সেগুলো অবিক্রীত অবস্থায় মজুদ হয়ে আছে ক্রেতাদের #ওয়্যারহাউজ বা গুদামে।

জার্মানিসহ ইউরোপের বাজারে বড় পরিমাণে পোশাক ক্রেতাপ্রতিষ্ঠানের মধ্যে রয়েছে আলদি, এলপিপি, কিকসহ আরো বেশকিছু ক্রেতাপ্রতিষ্ঠান। এর মধ্যে এলপিপি বাংলাদেশের পোশাক রফতানিকারকদের বড় ধরনের বিপর্যয়ের কারণ হিসেবে দেখা দিয়েছে। অনেকগুলো কারখানা থেকে পণ্য নিয়ে তারা অর্থ পরিশোধ করছে না। আবার প্রস্তুত হওয়া পণ্যও নিচ্ছে না। প্রথমে বলেছিল অক্টোবর-নভেম্বরে পণ্য নেবে। এখন বলছে আগামী মার্চ-এপ্রিলে নেবে। একটি কারখানা আছে যাদের সাড়ে ৬ লাখ ডলারের পণ্য আটকে গেছে। আবার ৬০ হাজার ডলারের পণ্য নিয়েও অর্থ পরিশোধ করছে না। এদিকে আরেক ক্রেতাপ্রতিষ্ঠান কিক এখন আর নতুন করে পণ্য নিতে চাইছে না।

ইউরোপের অন্যতম বৃহৎ একটি ক্রেতাপ্রতিষ্ঠানের বাংলাদেশ প্রতিনিধি নাম প্রকাশ না করার শর্তে বণিক বার্তাকে বলেন, জার্মানিসহ গোটা ইউরোপে পোশাক রফতানির গতি কমে এসেছে। নিকটভবিষ্যতে তা আরো কমবে। অনেক কিছুই নির্ভর করছে রাশিয়ার জ্বালানি নিয়ন্ত্রণের মাত্রার ওপর। যুদ্ধটা এমন একটা জায়গায় এসে দাঁড়িয়েছে, যে অবস্থায় আগামী নভেম্বরের আগে ক্রয়াদেশ পরিস্থিতি নিয়ে কোনো রকম চিন্তাভাবনা করাও সম্ভব হচ্ছে না। আমাদের প্রতিষ্ঠানের ক্রয়াদেশ পরিস্থিতি থেকে আনুমানিক হিসাব বলছে, ক্রয়াদেশ অন্তত ৪০ শতাংশ কমেছে।
