I remember someone asked me this question, and I’m so sorry I forgot to answer it sooner. 😅

💕 Select bicubic interpolation

Though this trick doesn’t fully preserve image quality—since Procreate is a raster-based app that doesn’t support vector images, drawing on a larger canvas really helps me maintain the detail when I need to scale it down.
