One policy I have when a regalia or item is bought, I do not send the regalia or item until full payment is issued and received. If you send payment using a visa debit card, the funds are held in Paypal for over two weeks before it is deposited into my paypal account .....
I do ask for half payment to start and the other half when completed. Then both buyer and seller feel secure about the transaction...
