The Prophet (peace and blessings of Allah be upon him) ordered the one who intends to sacrifice not to cut his hair or nails from the sighting of the new moon of Dhul-Hijjah until the sacrifice, (Sahih Muslim)

*If the rest of the family also arranges it...* Sayyiduna Abdullah bin Umar (may Allah be pleased with him) saw a woman cutting her child's hair during the days of Dhul-Hijjah and said, "It would have been better if she had delayed it until the day of the sacrifice." *How should this arrangement be made...*
A person who cannot afford to sacrifice should cut the excess hair of the body (under the navel), the hair of the head and the moustache before the sighting of the new moon of Dhul-Hijjah, cut his nails, and then abstain from it until the sacrifice, then he will receive the full reward of the sacrifice.
