According to Bhagavatha Purana, Vayu deva is the one who created Raavan ki nagri Sri Lanka.
Once Narada rishi asked Vayu deva to break the summit of the Meru Mountain and the gale force wind / Vayu broke down a part of Meru. That part fell into the ocean and became Sri Lanka.
