India’s development discourse is undergoing a marked transformation—from a state-driven welfare model to a more decentralised and participatory approach. Traditional top-down delivery systems are giving way to frameworks that emphasise local governance, digital empowerment, and community ownership of development outcomes.

The rise of Panchayati Raj Institutions, Self-Help Groups (SHGs), and community-based organisations has redefined rural development as a collaborative process, not a one-way flow of benefits.

At the same time, NGOs and civil society actors are evolving from being service providers to enablers of local capacity and accountability, helping communities design and sustain their own development agendas. However, challenges remain, including tighter regulations, funding constraints, and a gradual shift in welfare policy toward fiscal decentralisation and administrative discretion are there.

Overall, India’s community development sector stands at a crossroads with the growing energy of local participation and grassroots innovation.

In 2013, the Khawatein Bedari Karvaan organized across the Seemanchal districts of Bihar became a powerful platform for women’s awareness and collective strength. I had the opportunity to address a gathering of over 5,000 women, focusing on the importance of linking vulnerable families to government social security schemes to ensure maximum access to entitlements and long-term security.

The dialogue went beyond awareness—leading to action. Following the Karvaan, a compendium on government social security schemes was released as a ready reckoner, helping women and families better understand benefits, eligibility, and application processes.

During my association with OFFER for Islamic Relief’s Sponsorship Programme, I had the opportunity to present this model at a global meet in Istanbul in 2019—highlighting it as one of the pioneering initiatives supporting orphan families through dignified, family-based care in India.
The programme goes beyond short-term aid, focusing on hand-holding support that empowers families to graduate out of poverty sustainably. Through structured guidance, strong monitoring mechanisms, and accountable institutional processes, it ensures support reaches where it matters most—without creating dependency.
The result is lasting change, resilience, and renewed hope for a better future.

Small NGOs are emerging as the future of development work in India’s changing community-development landscape. Rooted in communities, these grassroots organizations contribute directly and meaningfully, moving beyond earlier models of sub-letting and passive roles. What once remained recessive is now becoming dominant—power with communities, not power over them.
In this evolving scenario, small NGOs must transform themselves internally to stay relevant and effective. Administrative systems, HR policies, financial management, governance, and compliance mechanisms need to be strengthened and aligned with the standards of funding agencies and government frameworks. Equally important is refreshing the way ideas are conceptualized and translated into action—sharper problem analysis, clearer theories of change, stronger monitoring, and impact-driven ex*****on.

Grassroots NGOs are driving real change on the ground—reaching the most marginalized, innovating local solutions, and sustaining community trust. Yet today, many of them struggle to survive. With FCRA funding increasingly restricted, the development sector in India is now heavily dependent on CSR support. While CSR presents opportunities, it also brings complex compliance requirements that small, impact-driven organizations often find difficult to meet. Strengthening partnerships, simplifying processes, and building trust are critical and potential solutions if we truly want impact at scale. 🌱
