This jacket is a "hikeshi banten," a type of firefighter's jacket worn primarily by Japanese "machihikeshi" (town fire brigades) and craftsmen from the Edo period to the early Showa period.
This particular jacket, made from thick sashiko (quilted) fabric, is especially durable and was used at fire scenes to protect the wearer from sparks by wetting it with water.
As shown in the generated image, it was worn during nighttime fires, with the crest (large circular logo on the back) indicating the affiliation of the same group, when working together to extinguish the fire.
