🔴 Spanish newspaper La Razón reports on a possible visit by His Majesty King Mohammed VI 🇲🇦 to Fnideq, near the border with Ceuta, at a time when King Felipe VI 🇪🇸 has yet to visit the city.

The headline has brought back into focus a 1979 U.S. diplomatic document detailing a conversation involving King Juan Carlos I about Ceuta and Melilla. The two cities were described as a “major issue” in relations with Morocco, with the possibility of giving up Melilla reportedly considered easier, while a special status for Ceuta similar to Gibraltar was suggested.

Decades later, the issue has returned to the Spanish media spotlight alongside reports of a possible royal visit to Fnideq, amid conflicting narratives over the border and emergency plans.

Spanish media now appear divided between a discourse reaffirming Spanish sovereignty and another reopening sensitive historical questions about the future of Ceuta and Melilla and Spain-Morocco relations.

Ramon Caudivilla, who headed Ceuta’s immigration administration for 32 years, has sparked controversy with remarks to the Spanish newspaper El Mundo about the management of migration and unaccompanied minors. He argued that, in his assessment, Spain’s current system creates incentives for irregular migration and subsequent family reunification.

Caudivilla, who returned to his hometown in 1994 and remained in his position until retiring at the age of 65 in January, said his long experience managing migration issues in Ceuta made him a witness to major changes in the file, particularly regarding the arrival of unaccompanied minors.

He recalled an incident dating back to 2003, when he said he discussed the phenomenon of minors arriving in Ceuta with a Moroccan official with whom he had a professional relationship.
