THE ECHOES OF OUR TIME.

THE LAST STATEMENT OF KEN SARO WIWA AT THE MILITARY TRIBUNAL IN 1995(11)

My lord, since my arrest on the 21st of May, 1994 I have been subjected to physical and mental torture, held incommunicado and denied food for weeks and medical attention for months. My seventy-four year old mother has been whipped and arrested, my
wife beaten and threatened with detention, the three telephone lines to my office and residence cut and the they remain cut to this day, my office and home have been ransacked on three different occasions and personal and family property, official files and documents taken away without documentation. I have been calumniated in the press and on satellite television before the whole world by a Rivers State government anxious to prejudice the mind of the public and to convince that public of my guilt even before trial. Only recently, before the United Nations Committee for the Eradication of Racism and Discrimination in Geneva, an official delegation of the Federal Government which included the Special Adviser on Legal Affairs to the Head of State, Professor Yazudu, declared me responsible for the murders which are the subject of this Tribunal, even before Tribunal has found against me or anyone else.

The fact that a case of homicide is being charged before a Tribunal set up under Decree No. 2 of 1987 speaks for itself. I am aware of the many strictures laid against the decree and this Tribunal by local and international observers. All the same, I
have followed the proceedings here with keen and detailed interest, not only because I am charged before this Tribunal, but also because, as a writer, I am a custodian of the conscience of society. I regret that the legal counsel I freely chose, Gani Fawhimi, the human rights hero and pride of this country, was forced to withdraw. His withdrawal has denied credibility to this
trial.

With the permission of the Tribunal, I would now like to make a filmic representation which will graphically demonstrate all that I have said here and amplify the details thereof.

My lord, we all stand before history. I am a man of peace, of ideas. Appalled by the denigrating poverty of my people who live on a richly-endowed land, distressed by their political marginalization and economic strangulation, angered by the
devastation of their land, their ultimate heritage, anxious to preserve their right to life and to a decent living, and determined to usher to this country as a whole a fair and just democratic system which protects everyone and every ethnic group and gives us all a valid claim to human civilization, I have
devoted all my intellectual and material resources, my very life, to a cause in which I have total belief and from which I cannot be blackmailed or intimidated. I have no doubt at all about the ultimate success of my cause, no matter the trials and tribulations which I and those who believe with me may encounter
on our journey. Nor imprisonment nor death can stop our ultimate victory.

I repeat that we all stand before history. I and my colleagues are not the only ones on trial. Shell is here on trial and it is as well that it is represented by counsel said to be holding a watching brief. The company has, indeed, ducked this particular
trial, but its day will surely come and the lessons learnt here may prove useful to it for there is no doubt in my mind that the ecological war the company has waged in the delta will be called to question sooner than later and the crimes of that war duly punished. The crime of the company's dirty wars against the Ogoni people will also be punished.

On trial also is the Nigerian nation, its present rulers and all those who assist them. Any nation which can do to the weak and disadvantaged what the Nigerian nation has done to the Ogoni, loses a claim to independence and to freedom from outside
influence. I am not one of those who shy away from protesting injustice and oppression, arguing that they are expected from a military regime. The military do not act alone. They are supported by a gaggle of politicians, lawyers, judges, academics and
businessmen, all of them hiding under the claim that they are only doing their duty, men and women too afraid to wash their pants of their urine. We all stand on trial, my lord, for by our actions we have denigrated our country and jeopardized the future of our children. As we subscribe to the sub-normal and accept double standards, as we lie and cheat openly, as we protect injustice and oppression, we empty our classrooms, degrade our hospitals, fill our stomachs with hunger and elect to make ourselves the slaves of those who subscribe to higher standards, pursue the truth, and honour justice, freedom and hard work.

I predict that the scene here will be played and replayed by generations yet unborn. Some have already cast themselves in the role of villains, some are tragic victims, some still have a chance to redeem themselves. The choice is for each individual.

I predict that a denouement of the riddle of the Niger delta will soon come. The agenda is being set at this trial. Whether the peaceful ways I have favoured will prevail depends on what the oppressor decides, what signals it sends out to the waiting
public.

In my innocence of the false charges I face here, in my utter conviction, I call upon the Ogoni people, the peoples of the Niger delta, and the oppressed ethnic minorities of Nigeria to stand up now and fight fearlessly and peacefully for their rights. History is on their side, God is on their side. For the Holy Quran says in Sura 42, verse 41: "All those who fight, when oppressed incur no guilt, but Allah shall punish the oppressor." Come the day.

Nigeria projected to remain poverty capital of the world till 2050

Muhammad Sanusi II, the emir of Kano, says Nigeria may remain the poverty capital of the world till 2050 and beyond.

Speaking at his honorary induction into Sigma Club, at the University of Ibadan over the weekend, the former governor of the Central Bank of Nigeria said based on current realities, Nigeria and DR Congo will house 40 percent of the world’s poorest people by 2050.

The revered economist said he gathered from the just concluded UN General Assembly that current projections show that Africa will be home to 80 percent of the world’s poorest people.

“If every country continues its present trajectory, by 2050, 80 per cent of all the poor people in the world will live on the African continent,” he said.

“That is not the frightening thing. One half of this 80 per cent will be in Nigeria and the Democratic Republic of Congo. Two countries will account for 40 per cent of all the poor people in the world and Nigeria will therefore remain the poverty capital of the world.”

Speaking of what Nigeria used to be, the emir said “this is a country that has produced many great people. This is a country that has boasted of best professors, greatest intellectuals, and the most educated people”.

“In 1960, the per capital income in Nigeria was higher than what it was in South Korea, and China. My father was the first ambassador of Nigeria to China in 1972.

“In 1972, he had to go to Hong Kong every two weeks to buy essential commodities because they were not available in Beijing. He could not find milk, sugar and cornflakes in Beijing; he had to go to Hong Kong in 1972, not 100 years ago.

“In 1974, when Deng Xiaoping started opening up in China, there were 700 million Chinese living in extreme poverty. Today, that number is down to only 30 million people in one generation. In 1974, China had only 8million university graduates.

“Today, China has more than 300 million university graduates, more than the entire population of the United States of America. Yet, China did not have direct foreign investments; in fact China stopped it.

“We talk about miracles, ancient miracles. I don’t like the word miracles because miracles are associated with angels with wings that you do not see, coming from the sky. The Chinese are human beings like us and they did it.

“When we say miracle, it sounds like something supernatural that has some certain powers to it. Every time you think about it, the only deficit we have is a policy deficit.”

Sanusi said the politics of 2019 is not interrogating the major issues affecting Nigeria today.

“We have elections in 2019, I read the papers, I look at the television, and listen to the discussions, who is talking about education? Who is talking about nutrition? Who is talking about basic health? As a country, what are our priorities? We don’t have enough money for education. We don’t have enough money for health. We don’t have enough money for nutrition.

“But we have N1trillion or N2trillion to spend on petroleum subsidies. Where is our sense of what is important, and where is our investment in the future?

“So, for all Nigerians, who care about this country, the real task before us is to know that we have 30 years on the outside in which we need to make sure that we do not become the poverty capital of the world, and slum of the world.”

Earlier in 2018, Nigeria overtook India to become the poverty capital of the world. According to British prime minister Theresa May, 87 million Nigerians are living below the poverty line.

THE NIGERIAN ARMY ADVERTISEMENT FOR SHORT SERVICE COMBATANT COMMISSION COURSE 45/2019

1. Applications are invited from eligible Nigerians for commission into the
Nigerian Army (NA) as Short Service Combatant (SSC) Commission ofcers. The SSC is open to both civilians and serving military personnel. However, only serving
military personnel sponsored by any of the Services of the Nigerian Armed Forces to civil institutions shall be considered.
ENTRY REQUIREMENT
2. All applicants must satisfy the following conditions:
a. Be a Nigerian as dened in the constitution of the Federal Republic of
Nigeria.
b. Be a male or female between the ages of 23 and 27 by January 2019.
c. Be medically, mentally and physically t according to NA Standards.
d. Be recommended by at least 2 recognizable referees who must attest to
the applicant's character and integrity. Serving military personnel must
be recommended by their commanding ofcers. Civilians could be
recommended by a Local Government Chairman/Secretary or an ofcer
of the Armed Forces not below the rank of a Lieutenant Colonel and
equivalent or an Assistant Commissioner of Police and above who must
hail from the state of the applicant. Passport photographs of referees
must be afxed to the letter of attestation.
e. Candidates must submit a Letter of Attestation from their former
institutions.
f. Measure at least 1.68m (for male) and 1.65m (for female) in height.
g. Must not have been convicted by any court of law. Military personnel
must be free from any disciplinary case (This is to be endorsed by the
Commanding Ofcer/Commander).
h. Possess at least a rst degree with not less than Second Class Lower
Division or HND of not less than Lower Credit in the arts, sciences or
humanities from any recognized institution of learning.
i. Possess valid birth certicate endorsed by the National Population
Commission, Hospital or Local Government Council or valid age
declaration.
j. Possess a valid certicate of state of origin.
k. Applicants (other than serving members of the Armed Forces) must
possess NYSC discharge certicate or a valid certicate of exemption as
the case may be.
l. Only academic credentials obtained from 2013 to date will be considered.
m. Candidates must present contact addresses and telephone numbers of
parent/guardians and Next of Kin.
n. Candidates must not have any body inscriptions or tattoos.
o. Candidates must tender all original copies of educational certicates
(primary to post-secondary).
p. Service personnel must present valid military identity cards and letters of
recommendations by their Commanding Ofcers/Commanders. They
must also present valid letter(s) of NA sponsorship in tertiary academic
institutions. Additionally, they must have served for a period of not less
than 5 years in the unit.
q. Candidates must not be members of any cult/society/fraternity.
CONDITIONS OF SERVICE
3. SSC will be granted for 15 years. Ten years will be on active list renewable
thereafter for a period not more than 5 years. No extension shall be granted after he fteenth year of commission except on conversion to regular combatant
commission where applicable.
a. Ofcer cadets who successfully complete the military training shall be
granted the rank of second lieutenant.
b. Conversion to regular combatant commission is not automatic. It is
based on availability of vacancy and other criteria that are or will be in
force from time to time.
c. All graduating ofcer cadets must sign an acceptance on the terms and
conditions governing the Short Service Combatant Commission before
they are granted commission into the Nigerian Army.
d. The reckonable period of service will be based on the date of
commencement of cadet training of both civilian and military personnel
entrants.

a. Nigerian Army Engineers. Applicants must possess a minimum of BSc (Eng),
B Engr (Second Class Lower) degree or HND (Lower Credit) in any of the following
areas: Civil, Electrical, Mechanical and Building Engineering. Others are Architecture,
Quantity/Estate/Land Surveying, Town Planning, Geology or Geographic Information
Systems.
b. Nigerian Army Signals. Applicants must possess a minimum of BSc

Electrical/Electronic Engineering, Computer Engineering, Telecommunications
Engineering, Satellite Communication, Computer Science, Management Information
Systems.
c. Nigerian Army Intelligence Corps. Applicants must possess a minimum of
BSc, BA (Second Class Lower) degree or HND (Lower Credit) in any of the following
areas: Psychology, Computer Information Management, Computer Data mining,
Intelligence Analysis, Forensic Science.
d. Nigerian Army Corps of Supply and Transport. Applicants must possess a
minimum of BSc, BA (Second Class Lower) degree or HND (Lower Credit) in any of the
following areas: Catering and Hotel Management, Food Technology, Shipping and
Supply Chain Management, Business Administration, Economics or Marketing. A good
working experience will be an added advantage.

possess a minimum of B Eng, BSc (Eng) (Second Class Lower) degree or HND (Lower
Credit) in any of the following areas: Automotive, Electronics, Mechatronics, Systems,
Weapon and Marine Engineering. Others are Marine Architecture, Material Science and Computer Engineering. Such academic elds must be registered with the Nigerian Society of Engineers and Council for the Regulation of Engineering in Nigeria (COREN).
g. Nigerian Army Medical Corps.
(1) Medical and Dental Consultants. Applicants could belong to either of the
following elds of specialization such as General Surgery, Orthopaedic Surgery,
Anesthesia, Neuro Surgery, Cardiothoracic, ENT Surgeons, Physicians (Cardiologists,
Endocrinologist, Nephrologists and Neurologists), Ophthalmologists as well as
Obstetrics and Gynaecologists, Paediatricians and Family Physicians. Applicants
must also consider the following criteria:
(a) Must be Fellow of the National Postgraduate Medical College of Nigeria or
equivalent Postgraduate Medical College.
(b) Not be more than 40 years of age.
(c) Must have full registration of Medical and Dental Council of Nigeria (MDCN) for
the undergraduate degree and additional qualication registration as
appropriate.
(d) Must have current MDCN licence to practice as a specialist.
(2) General Duty Medical/Dental Ofcers. Applicants must possess
MBBS/BDS or equivalent with not more than 5 years post - qualication
experience and must be fully registered with the Medical and Dental Council of
Nigeria.
(3) Optometrists. Applicants must possess Doctor of Optometry (O.D.) degree
and must be registered with the appropriate professional body.
(4) Dental Therapists and Dental Technologists. Applicants must possess
Higher Diplomas and must be fully registered with relevant professional bodies.
(5) Clinical Psychologists. Applicants must possess BSc in Clinical Psychology.
(6) Nurses. Applicants must possess BSc Nursing with full registration with the
Nursing and Midwifery Council of Nigeria.
(7) Pharmacists. Applicants must possess Bachelor of Pharmacy and must be fully
registered with the Pharmacist Council of Nigeria.
(8) Professionals Allied to Medicine. Applicants must possess a minimum of
Second Class Lower degree in any of the following areas: Radiology - Medical
Image Science, Hospital Administration, BMLS, AIMLS, and AIMLT - Medical
Laboratory Science, Physiotherapy, Environmental Health Workers,
Nutrition/Dietetics, Health Service Administration and Health Information

Note: All applicants for Medical Corps, are expected to present proof of

h. Nigerian Army Band Corps. Applicants must possess a minimum of BA

qualication is compulsory: ICAN, ANAN, ACMA, ACCA, ACA.
k. Nigerian Army Education Corps. Applicants must possess a minimum
of Second Class Lower degree in any of the following areas: BSc (Ed) in
Chemistry, Physics, Mathematics, Biology, Library/Information Science and B Ed
in French, Portuguese, German and English Languages. Note: A l l
applicants for Education Corps, are expected to present proof of
registration with their professional regulatory bodies.
l. Directorate of Chaplain Services (Protestant). Applicants must possess
minimum of BA (Second Class Lower) degree in Pastoral Psychology, New
Testament Theology, Old Testament Theology, Pastoral Counseling and Child
Evangelism from any of the Seminaries/Universities recognized by the NA
Directorate of Chaplain Services (Protestant). Applicants must belong to one of
the 18 major denominations of the protestant faith. Soldier applicants must have
served the NA with a minimum of 5 years experience in Chaplaincy work and must
be vetted and recommended by the NA Directorate of Chaplain Services
(Protestant).
m. Directorate of Chaplain Services (Roman Catholic). Applicants must
possess a minimum of Bachelor (Second Class Lower) degree in any of the
following areas: Philosophy and Theology from a Roman Catholic approved
seminary, afliated to a National Universities Commission accredited University or
Urbanian University, Rome. Applicants must have good standing in the church
and be also released by a Diocesan Bishop. Applicants must be vetted and
recommended by the NA Directorate of Chaplain Services (Roman Catholic).
n. Directorate of Islamic Affairs. Applicants must possess a minimum of BA, B
Ed (Second Class Lower) degree in Arabic and Islamic Studies, LLB Sharia with
Diploma in Arabic from recognized Nigerian universities, Azhar University, Cairo
or Saudi University. Each applicant would be required to produce testimony of
excellent character from a reputable religious organization in Nigeria. Applicants
must be able to speak English Language.
o. Directorate of Legal Service. Applicants must possess LLB BL from a
recognized institution. A minimum of 2 years post Law School legal practice is
required and applicants must present evidence of this.
p. Directorate of Army Public Relations. Applicants must possess a minimum
of BSc, BA (Second Class Lower) degree or HND (Lower Credit) in Journalism,
Printing, Radio and Television Broadcasting, Radio Operation and Performance,
Graphic Design, Public Relations and Advertising. Applicants must have
evidence of Membership to any Professional body in relation to media operation
and journalism.
q. Directorate of Army Physical Training. Applicants must possess a minimum
of Second Class Lower degree or HND (Lower Credit) in any of the following
areas: Human Kinetics, Physical and Health Education, Sports Administration
(PGD), Sport Coaching, Physiotherapy or Sports Psychology.
r. Directorate of Army Aviation. Applicants must possess a minimum of
BSc/B Eng (Second Class Lower) degree or HND (Lower Credit) with other relevant
trade qualication from government - approved institutions for the following elds:
(1) Aerospace/Aeronautical Engineering. Minimum of B Eng or HND in
Aerospace/Aeronautical Engineering with not less than 3 years work experience.
(2) Mechanical Engineering. Minimum of B Eng or HND in Mechanical Engineering
with not less than 2 years work experience.
(3) Electrical Engineering. Minimum of B Eng or HND in Electrical Electronics
(Power option).
(4) Air Trafc Controller. BSc in Geography/Physics/Mathematics with NCAA
approved Air Trafc Control License.
(5) Fire Fighter. BSc in Chemistry/Physics with NCAA approved Fire Fighting
License from any reputable organization.

of 8 years, renewable yearly for another period of 7 years. Direct Regular
Commission may be granted on conversion after 3 years as a commissioned ofcer.

b. All graduating ofcer cadets must sign an acceptance on the terms and conditions
governing the Direct Short Service Commission before they are granted commission
into the Nigerian Army.

cadet training of both civilian and military personnel entrants.
d. Medical Consultants Ofcers on successful completion of military training shall be
granted the rank of Major.

METHOD OF APPLICATION
5. Applications are to be made online free of charge from the 19th of October 2018.
a. How to apply:
(1) Log on to www.nigerianarmyms.ng to create an account.
(2) Read the qualication criteria.
(3) From the home page, select DSSC application.
(4) On successful registration, you will receive an email notication
containing your login details.
(5) Click on 'Login' to complete the application form.
(6) Ensure all required documents are uploaded:
(a) Passport photograph.
(b) Educational certicates.
(c) Evidence of membership of any professional body.
(d) Certicate of state of origin.
(e) Birth certicate or age declaration.
b. Print Out. Applicants must print out their online generated photo-slip on
completion of their application. The rst page is to be signed by a Court of Law while
the second page is to be signed by the Local Government Chairman/Secretary or any
military ofcer of the rank of Lieutenant Colonel or equivalent and above who hails
from your state. Successful applicants would be required to present their printed
photo-slips to the selection board during interview.
CLOSING DATE
6. All applications must be submitted not later than 30 of November 2018.
