Is the stated reason sufficient grounds to issue an order relieving the DE and ADE from their duties? Does this imply that a DE is expected to guarantee the visibility of all signages around the clock, without exception? Tapos bumaha pa yun, baka na wash out lang yung cover ng manhole or what? And what of the contractor and project personnel of DPWH —was no investigation ever initiated?

Considering that DPWH has already released Department Order No. 119, s. 2026, regarding the deferment of the assignment of accredited contractors'/consultants' project engineers to DPWH projects until December 31, 2026, this move is intended to provide sufficient time for the Department to comprehensively review and reassess the existing accreditation guidelines.

If given the chance to speak up, what suggestions would you offer regarding this matter, and what changes would you propose?

For instance, we suggest the abolition of the provisional Project Engineer category. Instead, similar to the Materials Engineer, once you pass the written exam for Project Engineer, you are automatically classified as PE-1 and can later take the upgrading exam to become PE-2. The financial limits of assignment should also be decreased. For example, the ceiling for PE-1 could be reduced from 1 billion to just 500million, with a maximum of five simultaneous projects. PE-2 could have no financial limit, but should similarly be capped at only five ongoing projects.
