PNP LAUNCHES INTEGRITY CARAVAN TO STRENGTHEN ETHICAL POLICING NATIONWIDE

The Philippine National Police officially launched the PNP Integrity Caravan for Ethical Policing on June 10, 2026 at Bulwagang Lapulapu, Camp Crame, Quezon City, a nationwide initiative designed to institutionalize ethical leadership, strengthen accountability mechanisms, and sustain public trust across all levels of the organization.

The launching ceremony was presided over by PNP Chief, PGen Jose Melencio C. Nartatez Jr., represented by PLTGen Bernard M. Banac, Deputy Chief PNP for Administration, who also read the Chief PNP’s message. The event was simultaneously participated in by all Police Regional Offices, Provincial Police Offices, and key training institutions nationwide through virtual connectivity, highlighting the unified implementation of the program across the entire police organization.

The PNP Integrity Caravan for Ethical Policing is a continuing nationwide engagement program that serves as the flagship ethics and integrity initiative of the PNP. It is designed not as a one-time activity, but as a sustained organizational reform platform that integrates ethical standards into daily police operations, leadership practices, and community relations.

At the core of the program is the strengthening of the PNP Six-Point Ethical Policing Guide, which defines the organization’s key values: Justice and Rule of Law, Integrity, Public Welfare, Accountability, Professionalism and Public Trust, and Anti-Corruption. These principles serve as the guiding framework for all activities under the Caravan.

The program is implemented through three strategic pillars:

The Advocacy Pillar focuses on values formation and awareness campaigns, emphasizing ethical leadership and moral responsibility in policing. It includes leadership fora, integrity briefings, and information drives intended to reinforce ethical decision-making at all levels of command.

The Education Pillar institutionalizes continuous learning through seminars, workshops, integrity orientations, and professional development sessions. It ensures that all personnel are regularly oriented on ethical standards, operational discipline, and accountability systems, integrating integrity modules into training programs and unit-level capacity building activities.

The Community Engagement Pillar strengthens transparency and public participation through structured dialogue with stakeholders and communities. A key component of this pillar is the Online IAS Desk “I Am Speaking”, a digital feedback platform that allows citizens to submit commendations, concerns, and complaints directly to the PNP Internal Affairs Service, promoting real-time accountability and responsive policing.

In his message, Chief PNP PGen Nartatez stressed that integrity is a command responsibility and a personal obligation of every police officer. He underscored that ethical policing cannot be achieved through systems alone, but through consistent individual commitment and leadership example.

“Integrity is not optional—it is an obligation,” the Chief PNP emphasized, adding that safeguarding public trust requires discipline, accountability, and daily commitment to professional standards.

PGen Nartatez further called on all personnel to ensure that policies are translated into meaningful action and visible conduct in the field.

“Malinaw ang ating direksyon: we are building a Philippine National Police that is disciplined in action, accountable in conduct, and trusted by the people,” he said.

The Integrity Caravan is envisioned as a sustained nationwide movement that embeds ethical policing into the operational culture of the PNP, ensuring that integrity is not only taught but consistently practiced in the field. It also strengthens coordination between internal accountability mechanisms and frontline policing units to ensure that ethical standards are upheld at every level.

By combining advocacy, education, and community engagement, the program reinforces the PNP’s continuing transformation agenda and supports its goal of building a more disciplined, accountable, and service-oriented police organization.

Guided by the principle of “One PNP, One Standard, for Every Filipino,” the Integrity Caravan underscores the PNP’s commitment to ethical governance and responsive public service under the banner: “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

PNP, UNIFIED 911 NET 6 IN ILLEGAL CARA Y CRUZ BETTING; IMPROVISED FIREARM SEIZED

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a total of six individuals in Quezon City on June 10, 2026 for engaging in cara y cruz illegal betting and possession of fi****ms during separate police operations.

The operation was launched following a report received through the Unified 911 system, a key public safety service of the Department of the Interior and Local Government under the leadership of Secretary Juanito Victor C. Remulla Jr.

In the first response in Barangay Tatalon, three male suspects aged 18, 23, and 35 were caught in the act of playing cara y cruz, locally known as “flippers.” Police recovered bet money and coins used in the illegal activity, along with an improvised pen gun loaded with a .38 caliber live ammunition seized from one of the suspects.

In a separate response in the same barangay, three additional male suspects aged 21, 23, and 33 were likewise arrested while engaged in cara y cruz gambling. Authorities again recovered gambling proceeds and confiscated another improvised pen gun loaded with a .38 caliber live ammunition from one of the individuals.

All six arrested individuals will face charges for violation of Presidential Decree 1602 or the Anti-Illegal Gambling Law, while two suspects will also face charges for violation of Republic Act 10591 or the Comprehensive Fi****ms and Ammunition Regulation Act. Records further showed that several of the arrested individuals had prior involvement in illegal gambling and drug-related offenses.

“This arrest highlights the importance of immediate police action and community reporting in preventing unlawful activities from taking root in our neighborhoods. We will continue to act decisively against those who disregard the law and threaten public order,” said PGEN Nartatez.

He added, “Hindi natin hahayaan na maging bahagi ng pang-araw-araw na pamumuhay ang mga gawaing labag sa batas. Ang bawat aksyon ng pulisya laban sa mga ito ay hakbang tungo sa mas ligtas at maayos na komunidad.”

The successful operation underscores the PNP Focused Agenda, a strategic direction for institutional transformation aimed at making police service more responsive, accountable, and community-centered. Anchored on the key priority of Enhanced Managing Police Operations, the operation demonstrates the value of timely response, citizen participation, and sustained police presence in addressing violations of the law at the community level.

“The Unified 911 system continues to prove its value as an effective platform for public reporting and police response. We encourage the public to remain vigilant and to immediately report unlawful activities so that appropriate action can be taken,” PGEN Nartatez emphasized.

PNP BUSTS ONLINE CHILD EXPLOITATION RING; 2 SUSPECTS NABBED, 7 MINORS RESCUED

The Philippine National Police, under the leadership of Police General Jose Melencio C. Nartatez Jr., conducted two separate operations against Online Sexual Abuse and Exploitation of Children (OSAEC) on June 2, 2026 in Zamboanga City and June 4, 2026 in Norzagaray, Bulacan, resulting in the arrest of two female suspects and the rescue of seven minors.

In Zamboanga City on June 2, operatives of the Philippine National Police–Women and Children Protection Center (PNP-WCPC) Mindanao Field Unit implemented a Warrant to Search, Seize, and Examine Computer Data (WSSECD) that led to the arrest of a 27-year-old female suspect and the rescue of three female minors and one child at risk.

The operation stemmed from a referral involving suspicious online content flagged by a partner organization, which prompted further investigation that uncovered alleged involvement in the production and distribution of Child Sexual Abuse or Exploitation Materials (CSAEM) intended for foreign clients in exchange for monetary compensation.

In Norzagaray, Bulacan on June 4, 2026, the PNP-WCPC Anti-Trafficking in Persons Division conducted a separate WSSECD operation that resulted in the arrest of a 43-year-old female suspect and the rescue of three male minors aged 11 to 16.

The Bulacan operation originated from intelligence shared by the Australian Federal Police through the Philippine Internet Crimes Against Children Center, leading to the identification of the suspect allegedly involved in CSAEM production and distribution involving minors.

All digital devices, electronic storage media, and other evidence recovered from both operations are now undergoing forensic examination to support the filing of appropriate charges under Republic Act No. 11930 or the Anti-OSAEC and Anti-CSAEM Act of 2022, in relation to Republic Act No. 7610, Republic Act No. 9208, *and Republic Act No. 10175,* which impose penalties that may include life imprisonment and substantial fines depending on the gravity of the offense.

The successive operations highlight the PNP’s strengthened campaign against cyber-enabled sexual exploitation of children and its commitment to dismantling online abuse networks, reflecting the PNP Focused Agenda through its key priority on enhanced managing police operations, as it intensifies efforts against online child exploitation

Police General Jose Melencio C. Nartatez Jr. said: “The Philippine National Police will relentlessly pursue those who exploit children online. We will ensure that every offender is held accountable and brought before the full force of the law.”

“Ang karapatan ng bawat bata ay sagrado. Ang sinumang magtatangkang abusuhin o yurakan ito ay haharap sa buong bigat ng batas. Hindi magdadalawang-isip ang PNP na ipatupad ang hustisya,” he added.

PNP ARRESTS CENTRAL VISAYAS NO. 1 MOST WANTED FOR MURDER CASE IN PASIG OPERATION

The Philippine National Police (PNP) announced the successful arrest of a 42-year-old Filipino male listed as a No. 1 Most Wanted Person in Police Regional Office 7 (PRO 7), following a coordinated law enforcement operation conducted in Pasig City on the evening of June 10, 2026.

The suspect was apprehended by operatives through a duly issued warrant of arrest for murder, with no bail recommended. The operation was carried out by tracking units in coordination with local police elements, demonstrating strengthened inter-unit cooperation across regional lines.

Authorities said the arrest underscores the continuing efforts of the PNP, in support of President Ferdinand R. Marcos Jr.’s directive to intensify government action against wanted persons and other threats to public safety. It also aligns with the PNP Focused Agenda under Enhanced Managing Police Operations, which emphasizes more efficient coordination, intelligence-driven policing, and swift law enforcement response.

WHEN THE GROUND SHAKES, THE PNP STANDS FIRM — FIRST ON THE GROUND, LAST TO LEAVE, ALWAYS FOR THE FILIPINO PEOPLE

As search, rescue, relief, and recovery operations continue across earthquake-affected areas in Mindanao, stories of courage and selfless service from police officers on the ground have begun to emerge—stories that reflect the commitment of the men and women of the Philippine National Police to stand with communities during their most difficult moments.

Among them is Police Staff Sergeant Aldrin Bareo of the Glan Municipal Police Station in Sarangani Province, whose experience has become a powerful reminder of the sacrifices many police personnel make in times of crisis.

When the magnitude 7.8 earthquake struck Mindanao on June 8, PSSg Bareo was carrying out his duties while his wife and young child were at home. As power and communication lines went down and panic spread across affected communities, he was unable to immediately contact his family or determine their condition. Despite the uncertainty, he remained with fellow responders, helping evacuate residents and ensuring the safety of children and families seeking shelter.

It would take nearly a day before he could confirm that his loved ones were safe and learn that their home had been destroyed by the earthquake.

His story is one among many unfolding across Regions 9, 11, 12, and the Bangsamoro Autonomous Region in Muslim Mindanao, where police officers have remained on the frontlines of disaster response while facing their own personal challenges brought about by the calamity.

Since the earthquake struck, thousands of police personnel have been deployed to assist in search and rescue operations, evacuation efforts, traffic management, security operations, relief distribution, and coordination with local government units and disaster response agencies. Many have worked extended hours amid aftershocks, damaged infrastructure, and difficult conditions to help ensure the safety of affected residents.

As communities continue to recover, the PNP has also intensified its support for the establishment and security of temporary tent cities for families displaced by the earthquake. Police personnel are assisting local government units and partner agencies in identifying safe areas, maintaining order, and ensuring security, while helping guarantee that displaced residents have access to immediate assistance as authorities conduct structural assessments of damaged homes and buildings.
These continuing efforts reflect the PNP's commitment to responsive and effective public service during emergencies, consistent with its thrust of enhancing police operations and strengthening disaster response capabilities in times of crisis.
