Hanglyman update. I couldn't bring my workbench to the store nor pull the machine to my work area I contacted a seasoned repair tech and decided to send him the board. His findings are the following.
The eprom in 6E was causing the reboots. One of the pins was rusted off. I replaced all 4 as they are crappy roms. They tend to rust. I also fixed the problem with the lettering being "fat". I also replaced a rusty IC in 3R and touched up the edge connector as it was starting to get burn holes. Going to let it run over night and if nothing new pops up, ship it back in the morning.
So minus all the tech stuff, the 45 year old board had some problems. But it is now working. Can't wait for it to be shipped back.
