🚨 ILLINOIS HUNTER WATCH • PLEASE SHARE 🚨

🔵 FIREARM & FOID ALERT

The Illinois State Police (ISP) has announced three planned rule changes that could affect Illinois firearm owners, hunters, gun dealers, and concealed-carry instructors.

These are NOT new laws.

They are advance notices of proposed rulemaking, meaning nothing changes today. The complete proposed rules are expected to be published during the current rulemaking process, at which point the public will be able to see the full language.

The July 17, 2026 Illinois Register did not include any new IDNR hunting regulations, deer management proposals, CWD rule changes, public-land access changes, or hunter-specific firearm rule changes.



1️⃣ Planned FOID Rule Amendments

Rule: 20 Ill. Adm. Code 1230

📋 Plain-English Summary

ISP plans to update several parts of the FOID administrative rules, including:

• FOID applications
• Minor sponsorship requirements
• Identity verification
• FOID suspension procedures

The language receiving the most attention is a proposal allowing FOID cards to be suspended under “broader circumstances” consistent with Sections 8.1, 8.2 and 8.3 of the FOID Card Act.

✅ What the proposal DOES say

According to the regulatory agenda, ISP intends to:

• Update Fi****ms Services Bureau procedures

• Remove outdated FOID definitions

• Revise requirements for certain nonimmigrant visa applicants

• Allow fingerprint verification when identity cannot be confirmed through name and date of birth

• Clarify sponsor signatures for minor FOID applicants

• Revise FOID suspension procedures consistent with existing state law

❌ What it DOES NOT say

At this time, the proposal does not explain:

• What the “broader circumstances” actually are

• Whether ISP is expanding its interpretation of existing authority

• What hearing or appeal rights would exist

• Whether firearm possession must immediately stop after suspension

• How quickly an incorrect suspension could be reversed

• Whether fingerprint requests would become routine

• Allow either handwritten or electronic records.

❌ What it DOES NOT say

The proposal does not yet explain:

• Whether a FOID alone satisfies every identification requirement involved in a firearm transfer.

• What training must be documented.

• How long records must be kept.

• Possible penalties for paperwork violations.

The proposal does not yet explain:

• How much the fee will be

⭐ Bottom Line

The proposal receiving the closest attention is the planned revision to FOID suspension procedures. The regulatory agenda confirms ISP intends to revise these rules, but the exact standards, procedures, and protections have not yet been published.

Nothing changes today.

We’ll know much more once the complete proposed rule language is released for public review.

I’ll continue monitoring every development and break it down into plain English as soon as new information becomes available.
