Most amenity budgets have one line in them: unit price.
The other four don't arrive as an invoice, so they never get counted. Housekeeping hours per turnover. Waste hauling. Product thrown out half-used because it can't be reissued. And the fixtures themselves, which are a capital line, not an operating one.
The per-unit price is the number everyone negotiates. It's also the smallest one on the list.
