MANUFACTURED CWD CRISIS?

This entire CWD dilemma has all of the signs of a political strategy known as "Order Out of Chaos.". I know this might initially sound far-fetched but please hear me out.
Let me first say that Chronic Wasting Disease (CWD) in deer is a real thing. I'm not saying it doesn't exist but I personally believe that there's a high probability that the crisis centered around CWD has been exaggerated at the very least and perhaps even manufactured by wildlife agencies across the country.
The political strategy known as "Order Out of Chaos" refers to a strategy where an actor (in this case MDC/DNRs) intentionally create or exploit disorder, confusion, and crises (deer disease known as CWD) in order to seize power or implement a new system that they control.
The goal is to generate an urgent sense of unpredictability (they say CWD ALWAYS KILLS DEER) and crisis that makes the public (deer hunters/general public) or adversaries more willing to accept a new, imposed order (targeted culling, liberal harvest limits, extra seasons) as the preferable alternative to ongoing instability (deer disease that they claim is always fatal).
Key aspects of this strategy include:
• Manufacturing a Crisis: Political actors (MDC/USDA/DNRs) may deliberately create chaotic situations (urgent CWD crisis), by stoking social divisions, promoting civil unrest, or implementing erratic and contradictory policies (CWD Management Regulations) to undermine existing institutions and public trust in current leadership. (The MDC is losing the public's trust.)
•. Weaponizing Information: A core tactic is the use of a "firehose of falsehood" – a relentless flood of disinformation, partial truths, and conspiracy theories. (The MDC has hosted many in person open house meetings this past summer spreading their, what I consider, bad science). This is designed to overwhelm the public, induce cynicism, and make people feel that all truths are relative, thereby distracting from specific policies or misconduct.
•.Inducing Decision Paralysis: The chaos strategist aims to target and overload opponents' decision-making processes, leading to inaction or missteps. Adversaries become so focused on responding to the immediate, unpredictable turmoil that they cannot mount a coherent, long-term opposition. (The MDC gives opportunity to go to meetings and give feedback but it doesn't seem like they listen).
• Normalizing Power Grabs: By creating an environment of fear and uncertainty, the strategist (MDC) makes the public more receptive to strong, potentially authoritarian, leadership that promises to restore stability. The new order is presented as the only way to avoid a descent into prolonged instability. (The latest proposed deer hunting regulations changes are a great example. The MDC lifted the moniker "CWD Zone" from all 82 CWD counties which now gives them total authority to do Mandatory CWD sampling in any County statewide. And in my opinion it could also give them authority to do Targeted Culling in any County they want to at any point. They claim all of this is necessary to prevent CWD from exploding across Missouri's landscape by Culling deer from core CWD areas. They don't say it like this but their actions show they are killing healthy deer to save them from CWD.)
SUMMARY
What's the hidden agenda? Is there one? Is this a power grab? Is this a cash cow? Are crop and auto insurance lobbyists pulling the strings? I don't know. This is all speculation but their actions scream "Order Out of Chaos" in my opinion. What do you think?

ATTENTION NON DEER HUNTING FRIENDS! As most of you know, I'm an avid deer hunter and do some outdoor writing. I thought I'd alert you to what's going on in Missouri regarding our deer herd and how the MDC is managing it.
According to the Missouri Department of Conservation (MDC) a disease called Chronic Wasting Disease (CWD) has been found in Missouri's wild deer population.
Before you panic let me tell you that it was first found in a single deer in Macon County back in 2012 but the MDC first began testing for it in 2001. Since then nearly 300,000 deer have been sampled for CWD and only about 815 deer have tested positive for the disease for a statewide prevalency rate of less than 1%.
Despite such a low prevalency rate the MDC is taking some, what I consider, drastic measures to curb the spread of CWD.
Since about 2013 the MDC has been doing "Targeted Culling" of deer in core areas where CWD positives were found. Targeted Culling is shooting deer to remove them from the herd. In their 2025 Fall Deer and Turkey Hunting Regulations and Information booklet, the MDC says on page 13, that "Targeted removal is conducted close to where CWD has been detected. It is a proven method to maintain a healthy deer population by REMOVING CWD POSITIVE DEER so they do not continue to spread the disease."
That's where I disagree with the MDC. They are culling/killing deer that mostly test negative for CWD. In the winter of 2024 the MDC culled 4,768 deer statewide. Out of that total only 70 tested positive for CWD for a prevalency rate of only 1.47%. But the statewide prevalency rate still remains at less than 1% but the MDC keeps killing healthy deer!
Here's where it gets even worse. The MDC's culling is done at night with the aid of spotlights and night vision scopes over bait piles of corn! They indiscriminately shoot whatever deer comes to their piles of corn. If pregnant does come by they are shot. If trophy bucks come by they are shot. If yearlings come by for a snack they are shot too.
The MDC is decimating deer herds in small local areas across the State by killing healthy deer so they don't contract and spread a disease they may never get!
There's even more hypocrisy in their CWD Management regulations but I won't go into those details here.
