In other words, it's not the "thing" that is bad for you, it's the you that can't handle the thing. Some people overdose on water for a buzz. You can't deny medicine to epileptic kids just because some people might sensually use it for a buzz. If some people want a buzz bad enough they will just go huff paint or drink everclear or whatever.
