What solutions were available at that time.
During the COVID‑19 pandemic and especially during the 2022 infant formula shortage, families had to rely on several stop‑gap solutions when formula became scarce. The most important options fell into four categories: government interventions, expanded access for WIC families, alternative sourcing strategies, and temporary feeding adjustments.
How Parents Navigated the Baby Formula Shortage — And the Lifeline That Helped
When the baby formula shortage hit during the COVID‑19 pandemic, parents across the country faced a frightening reality: feeding their babies suddenly became a daily struggle. Empty shelves, supply‑chain delays, and a major manufacturing shutdown created a crisis that tested families in ways few expected.
How Parents Coped When Formula Was Hard to Find
Families adapted quickly — and creatively. Many began shopping at different stores, sometimes driving from place to place just to find a single can. Others switched brands or types of formula when their usual one wasn’t available. Some parents who were able chose to increase breastfeeding to stretch their formula supply.
But the shortage also pushed some families into unsafe territory. Out of desperation, some diluted formula, added cereal to bottles, or saved leftover mixed formula — practices that can be dangerous for infants but reflected the level of stress parents were under.
Operation Fly Formula: The Emergency Lifeline
As the crisis deepened, the federal government launched Operation Fly Formula, an emergency airlift program that used military aircraft to bring safe, FDA‑approved formula from overseas directly into the U.S. This cut shipping times from weeks to days and delivered more than 61 million 8‑oz bottle equivalents of formula.
For many families — especially those with medically fragile infants — these shipments were a critical lifeline.
A Crisis That Exposed a Fragile System
The formula shortage revealed how vulnerable families can be when essential supplies break down. It also highlighted the resilience of parents who did everything possible to keep their babies fed.
