Quick PSA: The state of Kentucky recently passed HB312 that allows the state to issue a “provisional ccdw license” to people 18-20. That would turn into a full conceal carry license when the holder turns 21.

HOWEVER: Even though the law has been enacted, in order for me or ccdw instructors to accept people under 21 the DOCJT must amend 503 KAR 4:050. That process has started but may take multiple months to complete. So if any instructor is accepting students under 21 they will not be allowed to complete the course or receive a license.
