This is “Cliff Walk at Pourville” (La promenade sur la falaise à Pourville), an oil painting completed in 1882 by the French Impressionist painter Claude Monet.
It depicts a windswept coastal scene at Pourville (near Dieppe in Normandy), with two women (likely Alice Hoschedé and her daughter Blanche) standing on the cliff-top path looking out over the English Channel. The painting is famous for its vibrant, luminous colors, loose brushwork, and the way Monet captures the effects of light and wind on the landscape and sea.
The original is in the collection of the Art Institute of Chicago.
