Think about your daily life in uMhlathuze.

The families in Empangeni, Esikhaleni and Richards Bay dealing with water cuts and electricity faults. The pensioners struggling to make ends meet. The young people in our wards desperate for jobs. The communities living with sewage, dark streets, and no one to call when the power goes off for 7 hours. 💔

Our people deserve better services, safer communities, and hope for the next generation.

I know many of you are tired. Some have lost faith in politics altogether. But please, don't let disappointment silence your voice.

_🔥 EMPANGENI IN THE DARK? HERE IS THE TRUTH 🔥_

Empangeni residents, thank you for sending me your photos and updates. Three separate power faults have hit us, and I know many of you are frustrated with no clear answers from the City.

Here is what is confirmed so far:

_1. GRANTHAM SUBSTATION - CABLE FAULT_
Widespread outage affecting Empangeni, Felixton, Central. City is testing cables in stages. Estimated restoration: midnight to 07:00 on 16 Oct.

_2. TANNER ROAD / QUALITY CAR - SUBSTATION FIRE TODAY (15 OCT)_
Local substation fire as per resident photo today. Fire tender on scene. Traffic and power affected in that area.

_3. KULEKA STREET - MINISUB REPLACEMENT_
Kuleka residents affected. Minisub replacement underway. ETA: 09:00 on 16 Oct.

_THE REAL ISSUE:_

Electricity reticulation is the City's job, not Eskom's.

- Schedule 4B of the Constitution
- Section 84, Municipal Structures Act

The City collects for electricity and must maintain this infrastructure BEFORE it burns.

And when it fails, residents deserve hourly updates, not silence.

_ACC STANDS FOR ACCOUNTABILITY._

On 4 November 2026, vote for:
- Public audit of all substations
- Ring-fenced maintenance budget
- Real communication during outages

_WHAT CITY OF UMHLATHUZE CAN DO (Schedule 4B/5B):_
✅ Electricity reticulation — local distribution, streetlights, Western Substation
✅ Roads, stormwater, traffic management
✅ Water & sanitation reticulation
✅ Refuse collection, parks, libraries, building control
✅ Municipal planning, rates, by-laws

_WHAT CITY CANNOT DO — OUT OF AMBIT (Schedule 4A/5A):_
❌ POLICING — SAPS National (Constitution s205)
❌ EDUCATION — Provincial Dept of Education
❌ HOSPITALS/CLINICS — Provincial Health
❌ SASSA, RDP Housing — National

If a City candidate promises police vans, new schools, new hospitals — they don't know the law, or they think YOU don't.

That's why Local Government is blamed for what it cannot perform.

_IDP = YOUR 5-YEAR BUDGET LAW_
IDP = Integrated Development Plan (s25 Systems Act). Budget MUST come from IDP (MFMA s21). Not in IDP = no budget. Ever. Did your councillor invite you to IDP roadshow?
